Fred Massa, Co-Founder and Partner
Former owner and executive leader of Industrial Concepts Brokerage, a firm specializing in rezoning and distressed properties, Fred Massa is an accomplished developer with a track record for asset restoration, revitalization, and improved returns on reconceptualized properties. He is Founder-Owner of a Weichert Realtors franchise serving metropolitan Boston and the broader surrounding region.
Along with his business partner and co-conceptualizer, Stephen Cefalo, they own and created Winchendon Grows, a model for next-gen cannabis cultivation operations and more sustainable profitability in the wholesale seed to retail value chain.
As executive with his own design and development firm, Fred recently completed a 25,000 square foot industrial property project in Saugus, Massachusetts, and earlier on served as Vice President for ASA International LTD, a public industrial software development company. Fred’s experience as a business builder also includes former ownership of Tempus Systems Corporation, a national software company implementing large scale, multi-million-dollar systems for the utility sector.
Known for his high value on public service, Fred served as Finance Chairman as part of three years with the Everett, Mass., School Building Commission, providing oversight of over $113M covering a five-school building program with direct responsibility for managing building and architectural costs as well as accounts payable.
As a Board Member at Sabrina’s Foundation, Fred works to advance their mission of eliminating maternal death of pregnant and postpartum women due to vascular health issues, the primary cause of death for pregnant and postpartum mothers claiming the lives of over 500K mothers a year.
Fred holds a B.Sc. in Marketing from Boston College with graduate studies in Finance at the F.W. Olin Graduate School of Business at Babson.
Stephen Cefalo, Co-Founder and Partner
As an active, licensed real estate broker and asset owner, Stephen Cefalo is involved with commercial sales, leasing, apartment buildings and commercial businesses, and hotels as well as with multi-state solar industry leaders seeking new opportunities. As a private investor in local commercial properties, his holdings include part ownership in a 78-acre Maine farm which is licensed to cultivate and distribute wholesale cannabis. That enterprise will soon construct 4-5,000 square feet of greenhouse to fulfill increased retail cannabis sales including edible manufacturing along with labeling and distribution of cannabis and CBD.

As a former proprietor of a full-service retail and wholesale greenhouse for 12 years, with over 20,000 square feet under glass, Steve has also co-developed a 107-unit, one- and two-bedroom Section 8 complex on 2.5 acres of land securing both a HUD Sec. 8 subsidy and Mass Housing financing. It was sold in 2015.
Steve was Director of Landscaping for a Massachusetts real estate development and construction company with over 7,000 housing units across multiple states. Early on he served as Superintendent of the municipal cemetery in Melrose as well as Elections Administrator for the City of Melrose, Massachusetts.
Steve holds a B.Sc. in Landscape Architecture from Michigan State University and a Master’s in Landscape Architecture from the University of Michigan.
